Entering Russia in 2026: ruID and the Digital Profile of a Foreign National

In 2026, entering Russia is increasingly a digital as well as a physical border-control procedure. The mobile application ruID allows foreigners to register in Russia’s state-services system, submit an advance entry declaration, provide biometric data and, after arrival, receive a QR code for certain interactions with public authorities.
The application forms part of a wider infrastructure that includes the Unified Identification and Authentication System (ESIA / "ЕСИА"), the Unified Biometric System and migration databases operated by Russian state authorities. Since 30 June 2026, these systems have also been connected to the state information resource known as the Digital Profile of a Foreign National ("Цифровой профиль иностранного гражданина").

The ruID experiment, introduced by Government Resolution No. 1510 of 7 November 2024, has been extended until 31 December 2027. The state Digital Profile became operational on 30 June 2026, although authorities have until 1 December 2026 to complete the transfer of prescribed information.

RuID is not a visa!

An entry declaration submitted through ruID is not a Russian visa and does not replace one where a visa is required. Nor is it an electronic travel authorisation guaranteeing admission.

The application may show whether the Ministry of Internal Affairs has issued a known decision prohibiting the traveller from entering Russia. However, this check is informational and may not disclose every possible ground for refusal. The final decision is ultimately made by the competent border authorities.

Who should use ruID?

The advance declaration is primarily intended for foreign nationals and stateless persons entering Russia without a visa.

Travellers using an ordinary Russian visa or a unified e-visa do not normally need to submit the visa-free declaration. They may nevertheless become part of the Digital Profile system because information collected during the visa process can be linked to their Russian digital identity.

The exemptions:

• citizens of Belarus;
• children under 6;
• qualifying diplomats, consular officers and members of their families;
• certain international-organisation officials;
• specified holders of diplomatic, official or service passports travelling on official business.

Russian residence-permit holders are not expressly listed as a separate exemption — a visa-free holder of a temporary or permanent residence permit should consider completing the procedure unless an authorised Russian body has provided different instructions.

How the declaration is submitted

A foreigner can register through the official ruID application without already having a Russian telephone number or an individual insurance number, known as SNILS.

The application normally requires:

• passport details;
• a facial photograph and passport image;
• voice recordings;
• the purpose and expected duration of the visit;
• the Russian regions to be visited;
• information about accompanying children.

The passport used in ruID must be the same document presented at the border. Errors in spelling, transliteration, document numbers or dates may prevent the information from being matched automatically.

The declaration should generally be submitted at least 72 hours before entry and may be filed up to 90 days before the trip. In documented emergencies involving urgent medical treatment, serious illness or the death of a close relative, a four-hour procedure may apply.

A declaration remains valid for 90 days and may cover several entries during that period if the information has not changed.

The QR code appears after entry

The ruID QR code is not normally issued before travel. According to official guidance, it is generated after the traveller crosses the Russian border and confirms the Gosuslugi account.

The QR code may later be used when dealing with the Ministry of Internal Affairs or another participating authority, but it does not replace a passport, visa, migration document or residence permit.

What happens at the border?

Russian border systems may compare the advance declaration with the traveller’s passport and the information collected during border control.

At technically equipped checkpoints, the authorities may take a facial photograph and fingerprints. Information from the ruID declaration, including the purpose and intended duration of the stay, may subsequently be used as an electronic equivalent of migration-card data.

Is the procedure mandatory?

The law describes participation in the experiment as mandatory for foreigners within its scope. At the same time, official guidance states that the absence of a declaration or QR code is not, by itself, an independent legal ground for refusing entry.

Nonetheless, failure to submit a declaration may lead to additional questioning, delays, difficulties with digital identification and problems when applying for migration services after arrival.

Workers and students

The procedure became particularly important on 30 June 2026.
Where a visa-free foreign national enters Russia for employment or study and later applies for a relevant migration service, the purpose of entry may be confirmed through the information recorded in the ruID declaration.

A person intending to work should therefore select “employment”, while a student should select “study”. Choosing tourism, a private visit or another inaccurate category may complicate subsequent migration applications.

Special document requirements also apply to certain professional drivers engaged in international road transport.

The Digital Profile of a Foreign National

The Digital Profile is broader than the information entered into the ruID application.

It may include data on:

• identity documents, visas and border crossings;
• migration registration and entry restrictions;
• employment and education;
• Russian-language examinations;
• telephone numbers, SNILS and tax identifiers;
• administrative offences and tax debts;
• real estate, vehicles and driving rights;
• health insurance and certain medical-compliance records.

The resource is maintained by the Ministry of Internal Affairs and receives information from various Russian authorities and public institutions. Deleting the application from a telephone does not necessarily delete information already stored in state systems.

A foreigner may obtain available information from the profile through Gosuslugi after identification in ESIA. If the profile contains an error, the person may apply to the Ministry of Internal Affairs for correction.

To-do list

Thus, before travelling, a foreigner should:

1. use the official ruID application;
2. enter passport details exactly as shown in the document;
3. submit the declaration well before the 72-hour deadline;
4. state the true purpose of the visit;
5. carry all original travel and migration documents;
6. remember that the QR code is normally generated only after entry;
7. review the Digital Profile after arrival and request correction of significant errors.
