Russian Temporary Residence Permit under Decree 883 - Talented Specialists

On 2 December 2025, the President of Russia signed Decree No. 883, introducing a special relocation programme for foreign nationals and stateless persons whose knowledge, experience or achievements may be valuable to the Russian Federation. Applications under the new programme opened on 15 April 2026.

The programme is sometimes described as a Russian “talent visa”. Legally, however, it is not a visa or residence permit by itself. First, the foreigner must be officially recognised by the Russian Ministry of Internal Affairs as a person “of interest to the Russian Federation”. Only after receiving this recognition may the applicant use the simplified immigration procedure.

Who may qualify?

The programme covers several broad categories. These include:
  • scientists, researchers, inventors and patent holders;
  • entrepreneurs and professionals with achievements in industry;
  • high-level athletes; artists and other cultural or creative professionals;
  • talented students and graduates of leading international universities;
  • qualifying investors;
  • holders of certain Russian state or departmental awards; and
  • specialists with qualifications that are particularly needed in the country.

For example, an experienced professional may qualify if he or she has higher education and at least five years of documented experience in such areas as manufacturing, mining, transport, construction, information technology, telecommunications, healthcare, education, agriculture, ecology or energy. The Decree also allows certain applicants to rely on other well-documented professional, scientific, sporting or cultural achievements.

Meeting a formal criterion does not guarantee approval: every application is assessed individually.

The applicant must explain why he or she wishes to move permanently to Russia. The application also contains a confirmation that the applicant "respects traditional Russian spiritual and moral values, as well as Russia’s regional and cultural diversity".

How does the application process work?

Applications are submitted, for example, through the official “Time to Live in Russia” portal. The programme operator is the Agency for Attracting Foreign Talent to Russia, established by the Agency for Strategic Initiatives.

The applicant normally submits an application form, a short CV, an identity document and evidence of the relevant achievements or qualifications. This evidence may include diplomas, employment records, patents, publications, awards, certificates and letters from Russian organisations. Foreign-language documents must be translated into Russian. Documents issued abroad may also require an apostille or consular legalisation, unless an international agreement provides otherwise.

The current procedure includes an online interview with the programme operator. The operator first evaluates the applicant and, in a positive case, sends a recommendation to the Ministry of Internal Affairs. The Ministry conducts security and immigration checks, and the case is also considered by a special working group of the Presidential Commission on Citizenship. The final recognition decision is made by the Ministry of Internal Affairs. According to the official programme portal, the full recognition procedure may take up to 125 days.

What are the RVP benefits?

After receiving the recognition letter from the Ministry of Internal Affairs, the applicant and qualifying family members may apply for a Russian temporary residence permit, known as an RVP.

The main advantages are:
  • the RVP is issued outside the annual government quota;
  • no document confirming knowledge of the Russian language, Russian history or basic Russian law is required.
  • the application should normally be decided within 30 days, although the period may be extended by no more than another 30 days if additional checks are necessary.

The RVP or residence-permit application must be filed within one year after the recognition document is received. Otherwise, the application will not be accepted under Decree No. 883 and the recognition decision will be cancelled. General legal grounds for refusing or cancelling Russian residence status continue to apply.

Since 26 July 2026, recognised applicants and their qualifying family members have also been exempt from paying the Russian state duty for the issuance of an RVP or a residence permit.

RVP or direct permanent residence?

Decree No. 883 also allows a recognised person to apply directly for a Russian permanent residence permit, or VNZh, without first obtaining an RVP.

This may be attractive because an ordinary RVP is valid for 3 years and is normally connected to the Russian region in which it was issued. An RVP holder is generally expected to live and work in that region. A VNZh provides permanent-resident status and greater long-term flexibility.

However, the Decree’s special exemption from submitting evidence of Russian-language, history and law knowledge is expressly provided for the RVP application. A person applying directly for a VNZh should therefore check whether he or she must satisfy the ordinary language requirement or qualifies for a separate statutory exemption.

Family members and employment

The programme covers the recognised applicant’s spouse, parents, children and stepchildren, including adopted children and children under guardianship.

After an RVP or VNZh application has been accepted and while it is being considered, the applicant and covered family members may work in Russia without obtaining an individual work permit. The employer must notify the territorial office of the Ministry of Internal Affairs within 3 working days after concluding the employment or services contract.

For nationals who require a visa to enter Russia, an ordinary multiple-entry business visa valid for up to one year may be issued after recognition. Such visas are granted in exceptional cases and remain subject to a decision by the relevant Russian embassy or consulate.
