The RIA novosti ("RIA news") reports that after the horrific terrorist attack at the Crocus City Hall in Moscow carried out by immigrants from Tajikistan Russia's government is seriously thinking about the legality of the stay of foreigners in the country. Numerous investigations began; for example, a criminal case against some employees of Pushkin State Institute of Russian Language was opened about issuing fake Russian language proficiency certificates. Also, a large channel of illegal immigration has been blocked in St. Petersburg.
The head of the Ministry of Education ordered the exclusion of private companies from conducting the Russian language exam for foreign nationals until May 1, 2024. It has also been instructed to conclude agreements with state universities in the regions, so that in each region a specific local university is responsible for conducting the exam. Control over the procedures for conducting exams and issuing certificates will also be strengthened.
