The
Shared Values Visa and
Shared Values Residency is a Russian immigration initiative launched in August 2024. It allows citizens of certain countries, "unfriendly" to Russia, to relocate to Russia by simplifying the residency application process and waiving some requirements.
You can immigrate to Russia this way if you are a citizen (or permanent resident) of:
- Albania
- Andorra
- Australia
- Austria
- Bahamas
- Belgium
- Bulgaria
- Canada
- Croatia
- Cyprus
- Czech Republic
- Denmark
- Estonia
- Finland
- France
- Germany
- Greece
- Iceland
- Ireland
- Italy
- Japan
- Latvia
- Liechtenstein
- Lithuania
- Luxembourg
- Malta
- Micronesia
- Monaco
- Montenegro
- Netherlands
- New Zealand
- North Macedonia
- Norway
- Poland
- Portugal
- Republic of Korea
- Romania
- San Marino
- Singapore
- Slovenia
- Spain
- Sweden
- Switzerland
- Taiwan (China)
- Ukraine
- United Kingdom (incl. British Crown Dependencies and British Overseas Territories)
- United States
Immigrants from these countries are assumed not to accept the "policies implemented by these states, which impose destructive neoliberal ideological attitudes that contradict traditional Russian spiritual and moral values." Although no documented proof of your support for the traditional values is required.
I. VisaYou can obtain such a visa at the Russian consulate in your country or, in some cases, through travel agencies. It is valid for 90 days, and it is assumed that you will come on this visa solely to apply for a TRP. Do not forget that upon arrival in Russia you have 30 days to undergo a medical examination and submit a health certificate to relevant authorities (

II. Temporary Residence PermitIn general, foreigners who want to obtain a temporary residence permit first try to obtain a quota. In addition, they do the Russian language, history and law exam. But if you get a Shared Values TRP, there are no above requirements.
However, like other applicants for a TRP, you must provide:
- Application, 2 copies;
- 2 photographs 3.5×4.5 cm (for stateless persons, 5 pcs.);
- Medical certificate proving the absence of HIV-infection, tuberculosis, syphilis, and viral hepatitis B and C (issued only in clinics accredited for this purpose);
- Medical certificate proving the absence of addictive and psychotropic substances in the body, for foreigners over 13 years of age (issued only in clinics accredited for this purpose);
- (!) No Criminal Record Certificate from your country of nationality / permanent residence. It can be obtained in your country of nationality / permanent residence (then it must be legalized) or at the consulate of your country, and must be issued no earlier than 3 months before the date of submission;
- Passport and visa;
- Registration card with the current residential address;
- Migration card issued by the customs when you were entering Russia;
- State fee payment receipt – currently ₽1920;
- Proof of your residence outside the country of your citizenship, if any.

A TPR is valid for 3 years, after which, in order to extend your right to live in Russia, you need to obtain a permanent residence permit. You will apply for it in the general order,
know more about it here. And, like other foreigners, in this case you will have to take the Russian language, history and law exam.
